Virtual Mailbox Rules by State, by Online-Notarization Tier

Every U.S. state plus DC, grouped by whether you can notarize the USPS Form 1583 online (RON) — the one rule that actually differs from state to state. Two things are the same everywhere: you file Form 1583, and a virtual mailbox can never be your registered agent. Click any state for the detail, or use the finder to pin down yours. RON law is still moving, so always confirm the current rule on the official state page.

Online notarization (RON) available (49 jurisdictions)

An in-state notary may perform a full audiovisual remote online notarization (RON), so the PS Form 1583 can be notarized entirely online without leaving home. See this tier in detail →

Out-of-state RON only (1 jurisdiction)

The state has no in-state RON yet, but accepts a RON performed by a notary commissioned in a RON state — so the 1583 can still be completed remotely via an out-of-state RON notary (or notarized in person). See this tier in detail →

Remote-ink notarization only (1 jurisdiction)

The state authorizes remote-INK notarization (audiovisual session plus a mailed wet signature) rather than full RON, so the 1583 can be done remotely but with a mailed-signature step. See this tier in detail →

Grouped by each state's published RON-for-1583 eligibility (the real per-jurisdiction differentiator — this niche has no single "plan tier", since providers and plans are added from an authorized affiliate feed, not asserted here). On top of the uniform USPS federal baseline (DMM 508 / 39 CFR). Per-state rules are cited to the official state source on each state page. Verified June 2026. How we compile this. Informational only, not legal advice.
